ANNOUNCEMENT
PLANNING AND GRAPHICS SERVICES RELATED TO REVISED ARMY STREET PROJECT CONCEPT PLANS
BELLINGHAM PUBLIC DEVELOPMENT AUTHORITY
The Bellingham Public Development Authority (BPDA) proposes to engage the services of a qualified planning or architectural firm or individual to prepare graphic exhibits illustrating a revised “Army Street Project” development program. The purpose of these revised exhibits would be to assist in the description and communication of proposed changes under consideration by the BPDA to a conceptual plan for the “Army Street Project” previously prepared for the BPDA in May 2010.
This work is not expected to require significant site planning or architectural work, but would be focused on the amendment of the previously prepared exhibits to communicate a revised scope for the project to involved and interested parties. While master planning, site planning or architectural capabilities of interested firms may be considered, a major consideration in the selection of the firm or individual would be focused on graphics capabilities and an understanding of the development strategy and program for the contemplated development.
As required by BPDA procurement policies for architectural and engineering or professional services, this announcement is to solicit written expressions of interest and proposals from parties that may be interested in this work. Following a review of responses to this announcement, the BPDA shall select a preferred firm and negotiate a work order or service agreement for the requested services. Any individual or firm responding to this announcement must subscribe to the MRSC Rosters, which is a free service. Exhibits to be revised may be viewed on the BPDA’s website at www.bellinghampda.org. under the Army Street heading.
This requested work is of short duration estimated at two weeks for the preparation of the exhibits and the production of visual and digital, reproducible exhibits which would be the property of the BPDA.

Professional Services
Less than $10,000 Public Announcement.
$10,000 to $20,000 Public Announcement plus 3 phone quotes.
$20,000 to $50,000 Public Announcement. Three proposals solicited and reviewed OR use MRSC Rosters.
Over $50,000 Public Announcement published in Herald and Daily Journal of Commerce. Select from 3 firms known to the BPDA OR 3 firms from MRSC Rosters.
Public Works (Construction) Projects
Under $35,000 3 written quotes from MRSC Small Works Roster.
$35,000 to $300,000 No need for advertisement if contractor selected from MRSC Roster. Need five (5) contractors. For more than $150,000, all contractors on roster need to be told. Notice to contractors can be in the Bellingham Herald, by e-mail or regular mail.
$300,000 or more RFQ/RFP/IFB Notice in Bellingham Herald and Daily Journal of Commerce. Do not use Small Works Roster for these jobs.
